Setting a Budget

Budget Enforcement

When an agent hits its budget limit, the configured action is taken:

Action	Behavior
`pause`	Agent is paused until budget resets
`warn`	Warning logged, agent continues
`stop`	Agent is stopped permanently
`throttle`	Agent rate-limited to 10% capacity
